Use

This query allows people responsible for cost centers to see an overview of the actual costs incurred in their area of responsibility in the previous year and in the current fiscal year. You can navigate to the detailed report Cost Centers Actual/Actual Year Detail using the report/report interface.

You can personalize company and cost center(s), which leads to these variable values being filled.  If you do not carry out personalization, you have to enter both variables when the query is called up.
