You can use this business function to use enhanced functionality for tax processing, namely registration and de-registration of taxpayers, correspondence management, business licenses, and property tax.

Features

Integration of SAP Tax and Revenue Management for Public Sector and Flexible Real Estate Management (RE-FX)

This integration feature enables you to map all business processes relevant to property tax: tax calculation, generation of tax assessment notices, and postings to the back-end system. The calculations are based on the settings in Customizing for Contract Accounts Receivable and Payable and are executed in the standard delivery with the Business Rule Framework (BRF), which enables customer-specific versions of the calculation formula. Processing of Refunds

Tax refunds can be triggered by a specific refund form in which taxpayers explain their claims (for Sales and Use Tax, for example), but it can also be based on the form that taxpayers used to their tax liability. SAP provides a variety of features to map business transactions related to tax refunds in the system, such as:

  • Processing refund requests

  • Approving refund requests (based on either a specific refund form or a tax return)

  • Distributing overpayment to carry forward or refund

  • Reconciling advance turnover tax returns with annual tax returns

  • Performing internal offsets

  • Checking statute of limitations periods

Managing Work Items

Once a taxpayer is registered, tax returns may be filed and processed automatically by uploading them to the SAP system and validating them using the Business Rules Framework. If exceptions occur, tax returns or registration forms need to be processed by a tax officer. In this case, the system creates work items. SAP provides features that allow you to define rules to automatically derive the appropriate tax officer or team for these work items.

The Portal now includes an application for managing work items that answer the needs of tax units or tax divisions managers by giving them an overview of their team's the current workload. Specifically, the manager is able to

  • get an overview of new work items that are not yet released for processing (new work items)

  • get an overview of assigned work items that are ready for processing (current assignments)

  • change the assignment of work items, for example assign or remove a tax officer, assign a tax unit, reserve a work item for the manager

  • release new work items (after assignment to a tax unit)

  • change the priority of work items

  • set deadlines for work items

  • display the tax return belonging to a work item

Form Processing Framework

The form processing framework (FPF) handles form-based taxation processes. It allows the defining of customer-specific taxation processes or new BRF-events for existing taxation processes. SAP delivers the following three form-based processes:

  • tax return

  • registration

  • refund

Registration

SAP delivers enhanced functions for the processing of registrations. In this business function, registrations are mapped to the newly-developed forms processing framework. This means that you can use the configuration features of this framework along with the Business Rule Framework (BRF) to set up master data/relationships and to determine registration fees. Specifically, it is possible to

  • define and process registration forms,

  • set up rules for registration

  • upload registration forms

  • utilize mass activity for validating tax forms

  • utilize exception handling of registration in the Web Dynpro Application for tax returns processing

Business Package for Tax Officer (Public Sector) 1.41

SAP has enhanced the Business Package for Tax Officers that was delivered with Business Function PSCD, Tax Processing with the following new Web Dynpro applications:

  • Creation of business partner contacts

  • Improved handling of work item management. For more information, see section Managing Work Items above.

  • Manual creation of outbound correspondences

  • Interaction history

  • Integration of the FICA document management service (DMS)

  • Manual filing of tax registrations, tax returns and tax refunds

  • Approval of refund requests

  • Search for exception messages related to tax returns processing
