Money paid by customs authorities in the European Union to an agricultural exporter immediately after receipt of the application for an export duty refund.
The standard procedure is for the customs authorities to pay the refund at the end of the month or at the end of the quarter. The basis of the advance refund payment is the proforma invoice.
