Before you can manage promotions and subsequent processing, you require site groupings for the SAP Classification System. MAP allows you to create promotions:

That is why a site group is created for all sites in the system (when planning is run at site level, and at site group level with break-down tables. If you want to operate in this way, you must make the following settings:

Editing promotions is dependent on classes that use customer numbers that are assigned to sites (for example, 30 and 35). If you are running planning at site level for master data objects, you should change to using customer numbers. This involves reading the number from the site master data table, where the relevant settings must have been made previously. If no number is listed for a particular site, the site description is used as the 'number' instead.

This setting defines if a new site group should be created every time a new promotion is created in planning. If no site groups are created, existing site groups can be used instead. Current site assignments are not, however, matched automatically. If you therefore refer to an existing site group, only those sites are included if they are assigned to the group in question, regardless of the sites that are actually selected in planning.
