R/W(+): Dynamic Read / static and dynamic Write

For online temporary change or permanent change, use the admin+ utility to modify the parameter value for a specific instance. A restart is needed for permanent changes.

This system parameter gives the possibility to activate or deactivate the fine grained auditing mode on objects which support this feature.
