R/W(+): Dynamic Read / static and dynamic Write

For online temporary change or permanent change, use the admin+ utility to modify the parameter value for a specific instance. A restart is needed for permanent changes.

This parameter enables or disables the automatic activation of recurring rates and one-shot rates. When the ACTIVATION_SCHEDULER_ENABLED parameter is set to true, a scheduler is activated into the updater. This scheduler wakes up periodically according to the value of the ACTIVATION_SCHEDULER_RECURRENCE parameter.

Please note that recurring and one-shot rates are still triggered when usage events are rated, even if the ACTIVATION_SCHEDULER_ENABLED parameter is set to false.
