From SAP Convergent Charging 4.0 onwards:
You can no longer create, modify, or set up a chargeable item package and add chargeable item classes to it. As an object, the chargeable item package is no longer displayed in the graphical user interface of SAP Convergent Charging.
You must use the chargeable item classes to build your charge plan.
