Regulatory Lists

Definition

Regulatory lists, regulatory list revisions, compliance requirements, and compliance requirement revisions are central to the area of product compliance.

Regulatory lists: In the regulatory list management, a company defines several regulatory lists, such as the following:

  • Restriction of Hazardous Substances (RoHS 2002/95/EG)

  • REACH Substance of Very High Concern (REACH SVHC)

Each of these lists defines listed substances or groups of substances that are prohibited or regulated to be declared. These regulatory lists are public regulations, which are valid for the defined regions.

Customer lists: In addition, companies define their own regulated substance lists, whose requirements must be met by their companies’ suppliers. Customers often request additional reports or declarations.

Exemptions: Furthermore, some regulations define exemptions for certain usages. For a certain usage of a listed substance, a higher threshold, or even no threshold (unlimited), may be defined. Over time these exemptions may expire; expired exemptions cannot be used anymore. These exemptions are usually proposed by the industry groups and agreed by the authority of the regulation.

Revisions of regulated substance lists: Revisions are not static but evolve over time. The number of listed substances may increase, exemptions could be assigned to substances, old exemptions may expire, and the allowed threshold may decrease. Therefore, a substance that had formerly been declarable may be prohibited in the new revision. Usually, the revisions of regulatory substance lists are published in waves.

Compliance Requirement: The compliance requirement is the information that describes the state of compliance of a material that has been assigned to a specific regulation. A compliance requirement often has a name similar to the corresponding regulatory list.

Compliance Requirement Revision: Compliance requirements can have several revisions of their own even if they belong to the same regulatory list revision. Only one compliance requirement revision can be active (released) at one time. Once can be in process (inactive), and all others are historic.

  • A historic revision was valid in the past.

  • An active revision is the valid current revision.

    Only one revision of a regulatory list can be active at a time.

  • An inactive revision will be valid in the future.

  • Use the export and import reports of the system
