There is one payment budget for the current year: For subsequent years there is one commitment budget for each year of cash effectivity.
Whether the payment budget or the commitment budget is updated depends on which year in which the accounting transaction becomes effective for the budget.
Postings which become effective for the budget in the current year will be updated in the payment budget.
Postings that take effect in a later year, are updated by the program in the corresponding commitment budget based on the due date. You define the number of years of cash effectivity in the customizing of

Example
A purchase requisition with posting date in 1997 and a due date in 1999 will be updated in the 1997 / 1999 commitment budget.
