Layers Panel
The Layers panel is used to create new layers and modify how the layers are displayed. This includes locking, deleting and renaming layers.
Layers function in the following manner:

Layers are created either when a file is imported, or by selecting objects and then creating a new layer.

You can modify the layers properties and the objects within them. You can group unrelated objects into a layer. For example, a single layer could contain various parts of the model, callouts, and lights. You can add all objects that occur in the same hierarchy level to a layer. This is helpful when creating layers that you want to be made from objects that are at the same hierarchy level. For example, if you have an object with three sub-objects, each of which comprises four parts. You can select the three sub-objects automatically by selecting them at the same level.

You can select all objects that are associated with a layer.

Layers can be saved.

You can modify layers that were created when a file was imported.

When importing a scene with bones, a new layer is created and all bones are assigned to that layer.
The bar can be resized, moved, floated, docked, and closed similar to the functionality in most Windows applications. It also includes various context-sensitive right-click menus that relate to the area you are using.
