Enhancements for HRPA_HCEIN

The HR: HCE Information (HRPA_HCEIN) archiving object uses the following implementations of Business Add-Ins (BAdIs):

HRPA_B_CHK_DATA	Archiving Object-Specific Checks	HRPA_HCEINF_CHK_DATA	Checking for existence of any benefit plans during the same period as that of the HCE information record. If any benefit plans exist, then the IT0375 is not deleted.
