Help links that can be replaced can occur if:

The help link refers to a combination of structure/content objects in a folder that is not delivery-relevant. There is also another relevant combination of structure/content objects in a folder that is not productive
The distinction between productive and non-productive folders was only performed within SAP to determine the delivery relevance. In customer systems, the standard folders are all non-productive.
