Creates a fluent helper object that will fetch a single SpecIdentifier entity with the provided key field values. To perform execution, call the execute method on the fluent helper object.

Parameters:

servicePath - Service path to be used to fetch a single SpecIdentifier

specIdfgDescInternalID - Specifies the numeric variable that identifies a data record internally in the system.

specIdfgDescChangeState - Specifies the numerical variable that sets the time in the key relative to the data record.
