implements ValidateInterceptor

This interceptor checks AutomatedWorkflowActionTemplateModel.JOBCLASS and AutomatedWorkflowActionTemplateModel.JOBHANDLER attributes. The rules are as follows:

• both together attributes cannot be null
• both together attributes cannot be set
• if JOBCLASS is set but not JOBHANDLER then deprecation warning will be logged
