Intragovernmental Payments and
Collections 
The Intragovernmental Payments and Collections (IPAC) system is a GOALS II based application used to process payments and collections for transactions between agencies of the US Federal Government.
The IPAC feature shares some of the requirements of Treasury Confirmation. For example, it is necessary to create disbursements in transit (DIT) and funds balance with Treasury (FBT) accounts and to specify agency location codes (ALC).
You can use the functions described in this documentation to process the bulk files sent to and received from the US Treasury that relate to transactions between your agency and other government agencies. Once you have completed the customizing work linked to below, the process is as illustrated in this overview.
