FACTS II Edits 
Edits in FACTS II are checks on the data you want to send to Treasury, ensuring that the data meets Treasury requirements. You carry out the edits using the FACTS II Edits program (FMUSFG_FACTS2_EDITS), which validates data in the SGL accounts before you submit the quarterly reports.
FACTS II is customized in the Functions for US Federal Government Implementation Guide (IMG). To access the relevant steps, go to the IMG and choose Public Sector Management ®Functions for US Federal Government ®Reporting ® FACTS II.
Reports run in all the quarters must report the beginning balances of all the budgetary accounts and the quarterly preclosing adjusted trial balances for them.
· Pre-Edit A
Permits use of certain Standard General Ledger (SGL) accounts only if the Treasury Appropriation/Fund symbol (TAFS) is authorized appropriately. In the customizing step, you specify the relevant record type (RT) 7 indicator.
· Pre-Edit B – No Year, Multi-Year, and Annual
Verifies that accounts 4350 (canceled authority) and 4391 (adjustments to indefinite authority) are in funds with the proper time period (as determined by expiration date on the fund master record). The pre-edit is fixed, so no customizing is required.
· Pre-Edit C
Verifies that funds are in the proper status (expired/unexpired). It determines the status by comparing the expiration date in the fund master record with the reporting year for the FACTS II submission. In the customizing step, you enter valid combinations of SGL account and status.
· Edit 1
This edit ensures that the total of debit balances in all 4000 series SGL accounts equals the total of credit balances in the same series. The edit is fixed, so no customizing is required.
· Edit 2
This edit verifies that total resources are the same as status of resources. It uses the total resources (TO) group for accounts that go into the formula for SF133, line 7, and the status of resources (ST) group for accounts that go into SF133, line 11.
In the customizing step for this edit, you specify “02 – Resources equals Status of Resources” in the Check tbl field, then specify the SGL account(s) and table group.
· Edit 3
This edit checks that the total of credit balances in the beginning balances is equal to the total of debit balances in the beginning balances in a Treasury Appropriation/Fund (TAF) symbol.
In the customizing step for this edit, you specify “03 – Debits equals Credits, Beginning” in the Check tbl field, then specify the SGL account(s) and table group.
· Edit 3A
This edit verifies that all accounts not included in Edit 3 have a zero beginning balance. The edit is fixed, so no customizing is required.
· Edit 8
This edit verifies the accuracy of report SF-133 Report on Budget Execution and Budgetary Resources.
· Edit 12
This edit verifies that the MAF preclosing balance is the same as the FACTS II Bulk File account balance amount. To activate it, choose the relevant IMG step and specify “12 – Net Outlay” for the SGL account(s) in question.
Reports run in the fourth quarter must report the beginning balances for the year and the fiscal-year-end preclosing adjusted trial balances for all budgetary accounts and selected proprietary accounts. The following edits apply to the fourth quarter report in addition to all of the other edits.
· Edit 4
This edit verifies that the balances on the relevant accounts in the FACTS II bulk file are zero.
In the customizing step, specify “04 – Zero balance check for anticipated accounts” in the Check tbl field and enter the relevant SGL account(s).
· Edit 5
This edit verifies that the account balance total for fund resources (FR) equals the account balance total for funds equities (FE).
In the customizing step for this edit, specify “05 – Fund Resources equals Funds Equity” in the Check tbl field, then specify the SGL account(s) and table group.
· Edit 5A
This edit checks the balances for borrowing and contract authority, verifying that the ending account balance is the same as the beginning account balance. The edit is fixed, so no customizing is required.
· Edit 6
This edit verifies that the MAF preclosing balance amount is the same as the FACTS II bulk file account balance amount total for the Edit 6 table.
In the customizing step, you specify the RT7 indicator in the relevant field, then the SGL account, beginning/end balance, and the borrowing source.
· Edit 6A
This edit verifies that the balance for the Edit 6 table accounts in the FACTS II bulk file is not zero, where the RT7 indicator is 971 or 972. The edit is fixed, so no customizing is required.
· Edit 7
This edit verifies that the MAF preclosing balance amount is the same as the balance amount for the FACTS II bulk file account balance amount for accounts 1010, 4350, and 4391.
In the customizing step for this edit, specify “07 – Treasury Fund Balance” in the Check tbl field, then specify the SGL account(s).
· Edit 10
This edit checks for zero balances in reimbursable orders, receivables, obligations, payables, and unobligated balances for all canceling Treasury Appropriate Fund Symbols.
· Edit 11
This edit searches for records in the footnote file, after summing up the ending Edit 11 table SGL account balances of each edit 11 group on the FACTS II bulk file.
In the customizing step, you specify the accounts and table group to which you want to apply the Edit.
When you run program RFMUSFG_FACTS2_EDITS, the output list shows any accounts which do not have footnotes, but should have them. Treasury requires footnotes to explain any anomalous balances – for example, a negative receivable.
In such cases, you create footnotes by running program RFMUSFG_FACTS2_FOOTNOTE and send them to Treasury as part of the bulk file.
