Since it is built on features from many different SAP components, Grants Management (GM) requires cross-application customizing.

You perform most of this work in the Implementation Guide (IMG) for Grantee Management (GM-GTE). To access this, go to the IMG and choose Public Sector Management ® Grants Management ® Grantee Management.
