Process for Certification 
The expenditure certification process involves two-way communication between funding organization(s) and the receiving organization. The output of the process is a certification report, which concludes the certification run.

The process of expenditure certification involves the following steps:
● An international organization such as the European Union (EU) provides reimbursement for the funding of certain projects in a particular country or area, such as:
○ Improvement of rural infrastructure
○ Implementation of employment measures
○ Promotion of agricultural production for a certain region
● The recipient, usually a regional government, is responsible for carrying out the funded measures and accepts the reimbursement under the following conditions:
○ It monitors the projects for which it obtains funds and specifies how high the funding amount is by creating an expenditure budget.
○ It can get funding from other sponsors besides the EU, for example, from the central government.
○ It plans and executes the projects to be funded.
○ It reports (“certifies”) the incurred expenses to the sponsor(s).
○ Using the certification report, the regional government provides details on the individual projects and individual expenditure documents involved.

The certification process is correctly defined for a public organization and its sponsor(s), and can be carried out and reported on in an organized manner.
