To customize the layouts you need for SF-132 and SF-133, go to the Implementation Guide (IMG) and choose Public Sector Management -> Functions for US Federal Government -> Reporting -> SF-132 and SF-133 -> Define Layouts for SF-132 and SF-133.
You can display, but not change, the layouts so defined from the selection screen for the respective reports.
