Budget Carryforward 

Use

You use the budget carryforward in investment program function to transfer unused budget to the next fiscal year (annual values) within an investment program. Unused budget is the remaining distributable budget on a program position and all subordinate program positions.

Budget carryforward is an optional step related to the Fiscal Year Change.

Prerequisites

Features

This budget carryforward takes place only within one investment program. In other words, this function is not used for transferring unused budget from an investment program in the current approval year to the following approval year (that is, a new investment program). Instead it deals only with annual values within one approval year.

Whether or not you are required to perform this budget carryforward in the investment program depends on whether or not you carried out budget carryforward for the measures assigned to your investment program. Performing budget carryforward from one fiscal year to the next for measures can lead to inconsistencies between the budget on the investment program and the budgets on the measures (see Example: Performing Budget Carryforward). By using the budget carryforward for investment measures function, you ensure that the budgets on the investment program and the measures remain consistent.

Integration with the Year-End Closing Function

The year-end closing can only be performed once. It is not possible to carry it out a second time on the same investment program. Therefore, you should perform a budget carryforward in the investment program in the new approval year, if you carried forward commitments or budget for measures for the old approval year.

You do not have to perform the budget carryforward in the investment program if the folllowing applies: Following the fiscal year change, you plan to carry out a year-end closing for the investment program of the old approval year, and you already carry forward commitments and budget for measures before the year-end closing.

Perform a budget carryforward for the investment program of the old approval year, if you want to continue to run reports on the investment program of the old approval year.

If you do not want to continue to run reports on the investment program of the old approval year, you do not need to perform a budget carryforward for the investment program of the old approval year, even if you only carry out a fiscal year change but not a year-end closing. All measures of the old approval year that are not closed are transferred by the fiscal year change to the investment program of the new approval year, and therefore you can run reports on them in the Information System as part of the investment program in the new approval year.

Further Settings

The system adopts the unused budget from the sender fiscal year to the approval year. The approval year does not have to be the next chronological fiscal year. You can transfer the unused budget to a different, later fiscal year.

You are not required to carry out the budget carryforward in the investment program for the entire investment program. You can limit the budget carryforward to a subtree of the investment program.
