Construction Industry: Reform of Social Fund Procedure
Scope of Functions
The following reports are required for the notification procedure which
will apply from the year 2000 and is required by the collective agreement for social funds (VTV):
- RPCBKVD0: Create Notifications for Social Fund Procedure
- RPCBKTD0: Create Data Medium for Social Fund
- RPCBKMD0: Confirm Notifications for Social Fund Procedure
- RPBKLD0: Display Notifications for Social Fund Procedure

Functional Improvements From the Year 2000
The following changes have been made to meet the requirements of the new notification procedure.
- Management of leave account
The leave granted is processed using the cumulated payroll values (CRT).
- Calculation of leave entitlement
Function DBAU URLA takes into account the assignment of the respective
company account number. If an employee's organizational assignment
changes during a period, which subsequently causes a change in the
company account number, the leave entitlement (wage types /BUA, /BUB, /BI9, /BUM) is divided proportionally.
- Leave compensation
Separate wage types are formed for compensation.
Transition to New Procedure
Note the following when converting from the old procedure (version 3) to the new procedure (version 04):
- Initial notification NEMEL
The new procedure creates the data record NEMEL in December 1999. This
notification opens the account for version 04 at the social fund.
- Correction notifications in periods withversion 03
Automatic corrections for periods for which notifications have been
created with version 03 can take place until the period February 2000.
From March 2000, corrections can only be made manually.
This means the following for the transitional period: If retroactive
runs take place for periods with version 03, the program for version
03 (RPCBLFD0, RPCBLHD0) must be started as well as the program for version 04.
Automatic corrections are submitted in a subsequent notification. Manual notifications are displayed in program RPCBLFD0.
The conversion can only take place within a SAP System at a defined
time. If SAP Systems are added at a later date, all SAP Systems must have been converted at the same time.
Customizing
- Store the number and the sender address of the data processing center in the standard settings for the social fund.
- The payroll results are evaluated by report RPCBKVD0 by formulating
cumulation wage types (view cluster VC_T596A) and using application subarea CIMV.
- If necesary, modify the SAPScript forms to suit your requirements:
- HR_DE_BK_ANW (Separate EE Statement)
- HR_DE_BK_BSZ (Statement of Employment Periods)
- HR_DE_BK_BGS (Payment Summary for Data Medium)
- Required changes for management of leave account:
- Wage types /BUG, /BUH, /BUI, /BUJ, /BUQ, /BUR, /BUW, /BQA - /BQV, /BVI, /BVF in table T512W.
- Copy wage types /BUQ and /BUR to the new wage types /BQU and /BQW for group 51/subgroup 4 in your form in table T512E.
- Required changes for leave compensation: rule DBUA and new wage types /BUE and /BUF
